Lavrov: Russian Stance Regarding Syria Fixed, No Need to Change It. Feb. 06, 2012
MOSCOW, (SANA) – Russian Foreign Minister Sergey Lavrov on Monday denounced the west's hysterical reaction to the Russian veto in the Security Council against the draft resolution on Syria, affirming that Russia's stance regarding the situation in Syria is fixed and that there is no need at all to change it.
In a press conference, Lavrov said that some comments on the voting at the Security Council were outrageous, hysterical and impolite, saying that these comments and statements seek to gloss over the fact that there are multiple sources of violence in Syria, stressing his country's strong support to calls for ending violence in Syria.

He pointed out that Russia made several amendments to remove imbalances from the draft resolution such as calling on the Syrian opposition to distance itself from armed extremists and demanding that influential countries pressure them to cease violence. However, these Russian suggestions were rejected and those who devised it rushed the vote despite that Russia urged them to wait for a number of days.
Lavrov pointed out that the UN charter stresses the right of veto, and that this right is part of the world order as it wasn't a coincidence that UN founders insisted that no decision can be made except with the unanimous approval of the five permanent members.
He noted that the draft resolution on Syria showed its makers' desire to force the Syrian government to cease violence without assigning responsibility to armed groups, which would mean that the Security Council is taking a side.
Lavrov said that people are judging the situation differently based on scenes shown on televisions, stressing the need to evaluate the situation based on actual analysis and not on rude, empty statements that resort to making accusations.
He said that Russia still supports the Arab League plan presented in 2011, and that it still recommends that the Syrian government expedite the implementation of the reforms announced earlier.
Lavrov affirmed his country's rejection of attempts to incite strife, conflicts and civil wars in the Middle East and North Africa.

Primakov: Use of Veto by Russia and China Completely Justified
Former Russian Prime Minister Yevgeny Primakov said that the use of veto by Russia and China against the draft resolution on Syria was completely justified.
In an article, Primakov pointed out that the majority of Syrians support President Bashar al-Assad's leadership, stressing that Syria has become the victim of the US and NATO countries exploiting the so-called Arab spring to get rid of Arab leaderships that don't follow them, and that Syria became a victim due to its closeness to Iran.
He warned against the repercussions of targeting Syria, saying that there are clear examples what irresponsible policies in the Middle East and North Africa can lead to.
Primakov said that those who devised the failed Security Council draft resolution must answer a question: what will happen if the leadership in Syria is removed?
He said that the events in Syria relied on armed operations against the authorities since the beginning, and that time will reveal who provided weapons and pushed for using them, adding that the majority of media outlets in the western world and some Arab countries adopted a very non-objective stance regarding the events in Syria and depicted the situation as forceful repression of peaceful protests.
Primakov criticized the opposition abroad for refusing to make a single positive step to end the crisis, noting that Russia suggested organizing talks between the government and the opposition but

the opposition refused completely, saying that it's not unlikely that instructions from abroad caused this refusal.
He went on to say that some articles in the draft resolution caused concern to Russia and China who didn't want to be tricked again by the US which urged Moscow in the past to not stop a resolution against Libya by claiming that it doesn't aim to use force, yet soon afterwards the UN resolution was exploited and military intervention was used in Libya.
Primakov said that Russia and China suggested that the Security Council resolution must not lay blame on one side and must not contain sanctions against Syria.

Russian Foreign Ministry: Russia's Approach to Syrian Crisis aimed at Finding Swift Settlement. Feb. 06, 2012
MOSCOW, (SANA)_The Russian Foreign Ministry said that Russia has adopted an approach since the onset of the crisis in Syria that is aimed at finding a swift settlement through an internal Syrian dialogue.
In a statement on Sunday, the Russian foreign ministry said that the Arab plan adopted on November 2nd and the Syrian leadership's approval of it was an important turning point in the regional efforts, adding that the AL monitoring mission has considerably helped stabilize the situation.
The statement added that the mission's report included important conclusions which concurred with Russia's assessment on the existence of armed extremist groups operating in Syria who are largely responsible for violence in the country.
The Russian Foreign Ministry said that Russia presented a draft resolution on Syria last year to the Security Council that reflected the basic principles to reach a solution in Syria including the call for the government and the opposition to cast violence and get involved in dialogue as well as rejecting foreign interference in the Syrian internal affairs and supporting the Arab League initiative.
The Ministry added that some countries presented in January an alternative draft resolution including unilateral conclusions on the responsibility of the Syrian Government for escalating violence in Syria.

The Ministry pointed out that because Russia wanted to reach consensus in the Security Council, it worked on the draft resolution and tried to omit the unacceptable items, stressing that only the Syrian people can decide their destiny.
The statement added that the other countries agreed to the Russian suggestions but they did not take into consideration the Russian request that the Syrian opposition to shun the extremist elements which have chosen violence.
The statement noted that the draft resolution included a long list of demands addressed at the Syrian Government, adding that the countries which baked the draft resolution did not agree to add an item providing that the Security Council does not forestall the end of the political process in Syria because only the Syrian people can take such decisions.
Under these circumstances, Russia and China were compelled to veto the draft resolution, the statement added.
The Russian Foreign Ministry expressed hope that the upcoming Arab Foreign Ministers Council meeting would take a decision that meets the current situation on extending the work of the Arab Observer Mission as it proved effective in preventing the escalation of violence.
The Ministry concluded as saying that Russia is determined to work with other countries to restore stability in Syria through speedy implementation of democratic changes, adding that the Russian

Foreign Minister, Sergei Lavrov, and Foreign Intelligence Service Head, Mikhail Fradkov, will visit Damascus on February 7th.
Zasypkin: Russia will Continue Efforts to Find Peaceful Solution to Crisis in Syria

In a statement to the journalists in front of the Russian Embassy in Beirut, he stressed that Russia will continue exerting efforts to find a peaceful solution for the situation in Syria, adding that his country rejects any UNSC resolution that supports gunmen and ignores their presence.
Zasypkin called upon the opposition in Syria to agree on dialogue without preconditions.
He said "If the UN Security Council succeeded in adopting a resolution against Syria last night, it would lead to an internal conflict" adding that the Council should positively help, not through instigation and that Russia can't support instigating armed men in Syria.

In an article entitled "Why the mission of the Arab observer was suspended in Syria", the Cuban Agency pointed out that the objectivity of the report and its emphasis on cooperation of the Syrian government with the mission and the facilities it offered to make its task a success, don't serve the interest of Syria's enemy and those who plan to undermine its stability represented by the NATO and the Gulf countries.
